It has always seemed as if as the temperature rises, so do the hemlines on skirts or shorts. Well not any more! Culottes are in. These part shorts, part skirts, part trousers would have seemed frumpy five years ago, but no longer! Like this pair from Forever 21, they are back and better than ever. Perfect for bad leg days, or when you just want to feel swishy. I, for one, am very tempted to treat myself to some!
